Rockland County, NY Dispensaries by Town: Which Towns Allow Them (2026)

Quick answer: Cannabis is legal for adults 21 and over everywhere in Rockland County. What changes from place to place is whether a dispensary may open. Four of Rockland’s five towns (Clarkstown, Orangetown, Ramapo and Stony Point) opted out of dispensaries. The Town of Haverstraw allows them, and so do the villages of Spring Valley, Nyack, Piermont, Airmont, Chestnut Ridge and Haverstraw.

Why a village can say yes when its town said no

In New York, a town’s decision applies only to the part of the town outside its villages. Each village decides for itself. Spring Valley sits mostly inside the Town of Ramapo, which opted out, but the village did not, so licensed dispensaries such as our Spring Valley store can operate there. If my town opted out, what can I legally do?

Adults 21 and over may possess up to three ounces of cannabis flower and 24 grams of concentrate in every Rockland municipality, and may shop at a licensed dispensary in any town or village that allows them. Opting out bans stores and consumption lounges only. It does not ban delivery: the state allows delivery to homes and private businesses anywhere in New York, which is why we deliver same-day to every town in the table above. Delivery rules that apply everywhere in New York

Under the state’s consumer delivery FAQ, you must be 21 or older, and the driver checks ID again at the door. Orders are prepaid, and cash is not accepted on delivery. Delivery goes to homes and private businesses only, never to parks, schools, day-care centers, houses of worship, public buildings or vehicles. Delivery runs only during the dispensary’s opening hours.

How to check that a store is licensed

Where the tax money goes

Retail sales carry a 4% local excise tax. The host city, town or village receives 75% of it and the county 25%. Municipalities that opted out receive none. Source: NYS Office of Cannabis Management.
